Town Clerk
The mission of the Town Clerk is to uphold the
Constitutional Government and Laws of the Town of Springerville, record
that which is true, and entrusted to the office. The Town Clerk maintains
neutrality and impartiality, rendering equal service to all, while
striving to constantly improve the administration of the affairs of the
office, consistent with applicable laws.
The Town Clerk provides the communication between the
Council and residents of the community.
Valentina (known as Val in
her community) is a second generation native of Springerville who started
working for the town in 1987 as a clerk-typist. She worked her way through
the Town offices, serving in the Water Department, and in 1996, she was
appointed Town Clerk. She has earned her certification as a municipal
clerk. Val enjoys providing a necessary service to her community, through
her office, and encourages residents to take an active part in their
government. "Elections are the first and foremost right we have as citizens
to affect government at all levels," Val says. She and her husband of 32
years have raised three children, and enjoy their grandchildren, some of
which still live in Springerville.

During council elections, residents use the Town Council Chambers to
cast their votes. Primary elections are always held in March, at two-year
intervals. Votes for County, State and Federal elections are held at the
precinct. Please reference your sample ballot for the specific location.
Voter Registration forms can be picked up at the library or Town Hall.
When does the Council Meet?
The Council meets to discuss and vote on Agenda Items during regularly
scheduled meetings, held the first and third Wednesdays of each month at
6:00PM.
Will I be allowed to speak on an Agenda Item?
Yes, but residents of Springerville will be asked to sign in prior to the
meeting with the Town Clerk, so that they may be recognized by the council
at the appropriate time.
Can I meet with a Councilmember or the Mayor outside
the regular meetings?
Yes, but State Open Meeting Laws prohibit a quorum, or majority of the
members, to meet to discuss any topic in a forum that is not readily
accessible to the general public. This means that any meeting that
requires the attendance of a quorum of the elected officials must be
publicly posted and announced at least 24 hours in advance. However,
residents are encouraged to meet with, exchange ideas with, and to share
their viewpoints with their elected officials as part of their active
participation in self-governance.

How long do the meetings usually last?
The length of the regularly scheduled meetings can vary significantly,
depending upon the amount of items which need to be addressed on the
agenda. One to two hours or more is not uncommon.
What is an Executive Session?
On occasion, the Council may be required to meet in private with the Town
Manager and Town Attorney, and Clerk to discuss matters of a legal or
confidential nature. In such instances, the Council will leave the room to
discuss the topic, and then return to the chambers.
